REUTERS/Bobby Yip The deal, announced on Tuesday, will enable SMRT to develop the Cross Harbour Tunnel, a long-awaited rail link that will connect Hong Kong’s international airport with Hong Kong island. “The upcoming Cross Harbour Tunnel (Cathay Pacific Tunnel) construction project is the first one of its kind in the region and has long been one of the major infrastructure bottlenecks in Hong Kong,” Hong Kong Development Bank said in a statement. SMRT, which operates the city’s light rail network, is on track to become one of the most indebted listed firms in the city after investing HK$46 billion ($5.4 billion) in two years to rebuild part of its system, including the advance payment for the tunnel. In 2017, the Hong Kong government and the mainland counterpart, Guangdong Province, agreed to fund the tunnel under a “co-financing” arrangement. “The project, which is originally estimated to cost around HK$20 billion, has been underestimated to HK$50 billion,” Hong Kong Development Bank said. The bank said it was the first-ever cross-border co-financing in mainland China. Hong Kong’s Hong Kong and Kowloon Electric Railway, which operates the single-line Kowloon-Canton Railway Line, has raised funds for HK$4.8 billion on the mainland since 2012. “Pipeline financing from the mainland to the Hong Kong SAR (Special Administrative Region) was made possible mainly because of the cross-border co-financing arrangement,” said Hong Kong Development Bank. “By co-financing both sides, the common benefits of the project are also shared.
